CVE-2026-109619: RCE via stale global state

Description

PHP has various global state that temporarily points into request memory. In some scenarios, global state may not be correctly reset, or may be repopulated after being reset. The global state may then refer to request memory even after it has been freed. Subsequent requests may read or branch on this stale state before it is fully initialized. Multiple strategies can trigger this condition and produce remote code execution (RCE).

Summary

CVE-2026-109619 is a high-severity (CVSS 8.1) remote code execution flaw in PHP caused by global state that can point to freed request memory and be read or branched on by later requests before full initialization. It affects PHP (fixed in 8.2.35, 8.3.36, 8.4.27, 8.5.12) and products bundling it, including Palo Alto Networks PAN-OS (fixed in 10.2.7, 11.1.4, 11.2.4, 12.1.4), Panorama Virtual Appliance, and Siemens Ruggedcom Ape1808 Firmware. The flaw is listed in CISA's Known Exploited Vulnerabilities catalog and EPSS estimates a 100.0% probability of exploitation in 30 days, so treat it as actively exploited. Apply the fixed versions or vendor mitigations per CISA BOD 26-04, and discontinue use of affected products where no mitigation exists.
